  • Alan Deckman

    FOUNDER

    Alan Deckman is the President and principal owner of the TCORS Capitol Group, LLC. Based in Glastonbury, CT, Mr. Deckman oversees all aspects of the company and client servicing. He directs strategic planning and management of the company as well as marketing and long term growth and business opportunities. He is also the Founder and President of the CT Blockchain Association and serves as an advisory board member on the Pennsylvania Blockchain Coalition.

    Mr. Deckman has successfully developed innovative ways to impact legislative and executive decision-making to help achieve the best results for his company’s clients. This proactive approach has produced numerous victories for clients with interests in the state budget and tax matters.

    As the senior lobbyist of the TCORS Capitol Group, LLC, Mr. Deckman assists Fortune 500 companies and small Connecticut businesses with complex state and municipal procurement matters. Further, he has resolved many administrative inquiries for clients from a wide range of industries at both the state and local levels of government. Mr. Deckman regularly provides lead identification and relationship marketing services to clients looking to expand their business development efforts within the public and private sectors.

  • Pat LaVecchia

    BOARD MEMBER

    Pat is CEO of Oasis Pro, the first US-regulated alternative trading system (“ATS”) authorized to allow its subscribers to trade digital (“blockchain”) securities and make payment for those digital securities in digital cash. Over his 30 year career, he has led capital markets teams and spearheaded the financing, acquisition and/or sale of well over 150 companies involving transactions comprising of over $20 billion across a variety of industries including technology, fintech, and blockchain.

  • Julie Stitzel

    BOARD MEMBER

    Julie Stitzel is Vice President of Policy for the Digital Currency Group (DCG) where she advances strategic and long-term thinking on global bitcoin and crypto policy and regulation for DCG subsidiaries and portfolio companies. Julie joined DCG from Block where she led bitcoin and crypto policy efforts as Head of Bitcoin Policy for Cash App. Prior to her time at Block, Julie was Vice President of the U.S. Chamber of Commerce’s Center for Capital Markets Competitiveness – leading the team’s efforts on digital assets, fintech, consumer finance, and access to capital for minority-owned businesses. Before joining the U.S. Chamber of Commerce, Julie was the Senior Manager for Federal Advocacy and Policy for Etsy, directed a project at the Pew Charitable Trusts, and held positions at the Brookings Institution, the Ohio State Senate, and various nonprofit organizations. Julie is a graduate of Harvard’s John F. Kennedy School of Government and Ohio University.

  • Dominic Folino

    ADVISORY BOARD MEMBER

    Dominic Folino is the President of Spectrum Strategies, a public affairs firm specializing in Government Affairs and Business Development. He also founded the Pennsylvania Blockchain Coalition, which focuses on education and advocacy regarding Blockchain Technology at the state and federal levels.

    Before starting Spectrum, Dominic worked in-house at a financial services firm in Philadelphia for nearly a decade. He began his political career working for various campaigns in Philadelphia and the surrounding area. Dominic also served as chief of staff to a member of the Pennsylvania House of Representatives. Cryptocurrency and Blockchain are a passion of Dominic’s. He is involved in various groups, including the US Blockchain Coalition and is an advisor to the New Jersey and Virginia Blockchain Associations. Dominic has spoken and moderated numerous panels on the subject.

    Dominic is a graduate of La Salle University. He also completed the Accelerated Management Program at the Yale School of Management and holds an MBA from Villanova University.

  • Lee Bratcher

    ADVISORY BOARD MEMBER

    Lee Bratcher is the President and Founder of the Texas Blockchain Council. The Texas Blockchain Council is an industry association with more than 100 member companies and hundreds of individuals that seek to make Texas the jurisdiction of choice for Bitcoin, crypto and blockchain innovation. The TBC helped to research two pieces of blockchain legislation that were passed in the 87th Legislative session and were signed into effect by Governor Abbott. Lee and the TBC team have a specific focus on the regulatory environment around Bitcoin mining in Texas. The TBC hosted the Texas Blockchain Summit in Austin at which speakers like Senator Ted Cruz, Senator Cynthia Lummis and SEC Commissioner Hester Peirce addressed the sold-out audience. He is also a Captain in the US Army reserves working as Tech Scout for the 75th Innovation Command that supports Army Futures Command. Formerly, Lee was a political science professor at Dallas Baptist University teaching international relations and blockchain courses.

    Lee was awarded a master’s in International Relations from St. Mary’s University and is in his sixth year as a Ph.D. candidate at UT Dallas with a research emphasis on blockchain land registries. Lee lives in Richardson, TX with his wife Becca and their three daughters.

  • Marc Yaklofsky

    ADVISORY BOARD MEMBER

    Marc Yaklofsky has over 20 years of experience building and leading communications, public relations and investor relations functions at a broad array of global financial institutions. He has a long track record of creating effective corporate narratives, brand building, and enhancing investor engagement.

    Marc is a Managing Director in FTI Consulting’s Strategic Communications group, where he advises financial services firms on protecting and enhancing their corporate reputation, with a focus on digital asset/blockchain and asset management clients.

    Previously, Marc was Global Head of Communications and Public Relations at Genesis Global Trading, a leading institutional crypto prime brokerage. In this capacity, he was responsible for leading internal and external communications, social media, and mission-related public policy initiatives for the firm.

    Prior to joining Genesis, he was President and co-Founder of Shorr Resources, LLC, a strategic communications and investor relations advisory firm for fintech and financial services clients. Before leading Shorr Resources, he was Global Head of Communications for BNY Mellon’s Asset Servicing division, the firm’s flagship business line. Previously, he was Head of Communications & Investor Relations at FS Investments, an alternative asset manager, with a focus on building the firm’s corporate communications function and diversifying investor ownership of its funds. He was also Head of Stakeholder Communications and Investor Relations at Nomura, a global investment bank, where he oversaw messaging to Nomura’s key stakeholder groups, including equity and debt investors, rating agencies and clients.

    Before joining Nomura, Marc was in the Investor & Rating Agency Relations group at Merrill Lynch, and later at Bank of America, where he served as a senior spokesperson for the firm’s equity and debt investors, and a primary relationship manager with the rating agencies. Earlier in his career, he was in the Structured Finance Business Development & Strategy group at Fitch Ratings, a global ratings agency, where he devised and executed growth strategies across asset classes in the asset-backed finance sector. He was also a senior financial institutions analyst at the Federal Reserve Bank of New York, responsible for assessing the safety and soundness of a portfolio of large banks.

    Marc sits on the Advisory Board of the PA Blockchain Coalition, CT Blockchain Association and SHOT: We The People, a non-profit organization dedicated to changing how we communicate about gun violence in America through first-hand images and experiences. Marc holds a Master of Business Administration in Finance from the Martin J. Whitman School of Management at Syracuse University and a Bachelor of Science in Business Administration from Bucknell University.

  • Troy A. Paredes

    STRATEGIC ADVISOR

    Troy A. Paredes is the founder of Paredes Strategies LLC. From 2008-2013, Paredes was an SEC Commissioner, appointed by President George W. Bush. Paredes advises on financial regulation, compliance, risk management, corporate governance, and regulatory strategy. He also serves as an expert and advisor in regulatory enforcement investigations and in private litigation involving securities law and corporate law.

    Paredes was a professor of law at Washington University in St. Louis before joining the SEC. He also has been a Lecturer on Law at Harvard Law School, a Distinguished Scholar in Residence at NYU School of Law, and a Distinguished Policy Fellow and Lecturer at the University of Pennsylvania Law School.

    Paredes is the author of numerous academic articles on financial regulation, corporate governance, innovation, behavioral economics, and administrative agencies. And he is a co-author (beginning with the 4th edition) of a multi-volume securities regulation treatise with Louis Loss and Joel Seligman entitled Securities Regulation.

    Paredes holds a bachelor’s degree in economics from UC Berkeley and earned his J.D. from Yale Law School.
